I agree, one hundred percent. Characters should drive an issue, the issue shouldn't drive the story. There are some really beautifully done stories out there that succeed, including the Steak series you recced a couple of days ago. I read the whole thing and oh my GOD. That was absolutely divine. It's a classic example of the characters carrying the story, not the issue itself, though of course the issue is a central idea.
