Two: offering one's hair is the most auspicious thing one can do, and is highly meritorious in terms of karma. It's such a tremendous act of renunciation. Very powerful and spiritually cleansing.
There are literally thousands of various types of rituals for expelling negativity and whatnot. Each and every sect and subsect has a different ones, and it's very regional. Also it depends on the particular Lama who created the practice and what century it was created. So I'm not sure if we're talking about a wrathful Sengdongma ritual, or something as simple as a fire puja.
It's possible that she was allowed to film something that is fairly secret, and obstacles arose. Fairly common when someone views something they don't have the teachings and practice experience to understand. I've seen it happen with wrathful teachings, even with Tibetan Buddhists, because the teachings were over the heads of some of the people in the room.
In that case, in order to clear those away she would need to accumulate a lot of merit. Offering ones hair is one of the quickest and easiest ways for a non-Buddhist to do that. Or she could accumulate a lot of mantras.
