Our apartment, in which we control the heat, still manages to have that problem. There are five heating vents in the living room, and one in each bedroom -- and I think the bedroom ones might be blocked. Naturally the living room tends to hover ten degrees about the bedrooms and is where the thermostat is.
We also have the problem of four people whose prefered temperatures range from 65 (me) to 85. It's a silent war of who's walked by the thermostat most recently :-).
I guess you haven't been following this. The average temp in this apartment has been between 55 - 65 degrees for the last month. We're supposed to have some sort of unbiased 'test' of the heating problems this weekend -- and the fucker turned up the heat for the test.
