Terence Higgs, according to ursulakohl's 'Unprofessional Behaviour (http://www.astronomytower.org/authorLinks/Ursula).' She's usually good about canon so I trust it.

I'd post an announcement in weasleyworship asking for a beta. There's (corvidae9 possibly?) quite a few people hungry for more Percy fic and would be happy to have an early look at your story. :)
