It was the whole family, but Arthur was the first one through the door, followed by Molly (who doesn't move as fast).

What was Arthur's reaction to Lucius' presence?

He was confused. He felt he should be grateful and Lucius had bought his son ice cream and Percy was clearly okay, but he wasn't used to Malfoy doing Weasleys any favors.

Oh my god. This was so long ago I no longer remember. I think I had an idea about details of Percy's service or Dumbledore (well aware of Percy's plan) teasing him and then letting him off the hook. But not before deliberately freaking him out.

So who were those guys and who put them up to it and for what purpose?

It was a sting intended to catch Ministry employees in indecent acts, largely a ploy to cast the current Minister in a bad light. Percy wasn't the only one tangled up in it.

What happened afterwards?

Once there was a new administration a Death Eater paid the photographers involved a pretty sum to make it all go away. But those photos are still out there. ;)
