Haiti: going forward

Brookings article points out that apparently Haiti's governmental agencies weren't in good shape to start.
Granted, the Brookings Institute is probably more centrist than I am. But the point that we should funnel aid through community leaders rather than Haiti's weak-to-nonexistent (and frequently corrupt) government agencies is well taken.
After all, Haiti's president hid under a bucket after the quake.
